Harbor Health Acquires 27 Village Medical Clinics in Houston
Harbor Health is absorbing 27 Houston-area Village Medical clinics to pair primary care directly with its no-deductible insurance plans.
Harbor Health, a Texas-based health care company, has acquired 27 Village Medical clinics in the Houston market, folding the locations into its integrated model that combines primary care delivery with health insurance coverage, the company announced Oct. 6, 2026.
The acquired clinics will serve as the primary care home for members enrolled in Harbor's health plans, which carry no deductible — a design intended to reduce financial barriers to routine medical visits. The move positions Harbor as both the insurer and the care provider for a significant portion of the Houston patient population.

Individual and family enrollment in Harbor plans is scheduled to open Nov. 1, giving Houston-area residents access to the combined offering ahead of the traditional plan year. The company is simultaneously rolling out large employer plan options across Texas, broadening its footprint beyond the individual market.
The acquisition reflects a broader trend among health care companies seeking to control both the clinical and financial sides of patient care, an approach that proponents argue improves care coordination while skeptics warn can create conflicts of interest. Harbor's no-deductible structure is a notable differentiator in a market where high-deductible plans have become increasingly common.
